What Police-Backed Reporting Says Happened

Rafael Gutierrez Delgado was crossing 23rd Street at Hellings Avenue in Richmond at about 8:30 p.m. on August 23 when a car struck him. Police-backed reporting said the driver continued until Delgado was thrown from the hood and then left without stopping.

The 81-year-old Richmond resident died from his injuries. Police located the suspected vehicle abandoned in Richmond two days later.

Suspect Arrested After Weeklong Investigation

Richmond police said a weeklong investigation led them to a 66-year-old Richmond resident alleged to own the abandoned car. Officers arrested him on August 30 as he left an apartment on Fourth Street.

Police booked the man on suspicion of felony hit-and-run, vehicular manslaughter, and driving with a suspended license. Those are allegations, and he is presumed innocent unless proven guilty.
