He was then struck by a Toyota Tundra pickup. He was pronounced dead at the scene. The Contra Costa County Sheriff-Coroner's Office identified him as Michael Scott Rigsby, 47, of Brentwood.<\/p>\n<p>The CHP said the rider was wearing a helmet and the occupants of the Jetta and the Tundra were wearing seat belts. Officers said they did not suspect alcohol or drugs. Westbound Highway 4 was partially closed for more than three hours, with backups reaching into Pittsburg, before all lanes reopened shortly after 6:30 p.m.<\/p>\n<h2>A Dangerous Stretch for Riders<\/h2>\n<p>Highway 4 between Concord and Pittsburg carries heavy commuter traffic, and the merges near Port Chicago Highway and Willow Pass Road leave little room for error. Our <a href=\"\/contra-costa-dangerous-roads\/\">study of six years of fatal-crash data<\/a> found that Highway 4 is the deadliest road in Contra Costa County.<\/p>\n<p>Riders have no crumple zone and no seat belt. In a multi-vehicle crash like this one, a rider who is thrown can be struck by a second vehicle that had nothing to do with the first impact. This article does not assign blame. How the first collision happened is a question for the CHP investigation.<\/p>\n<h2>What the Family Should Know<\/h2>\n<p>When a motorcyclist is killed, insurers often start from the assumption that the rider was at fault. California law does not work that way. Fault is decided on the evidence, including witness statements, vehicle damage, video, and the CHP's reconstruction, and more than one driver's insurance may be involved when two vehicles struck the rider.<\/p>\n<p>California allows close family members to bring a wrongful death claim, generally within two years.
